Lawn Replacement Program

Process Guidelines

Please note that we pay upon completion of project. This means we have not set aside funds to pay you until your project is complete, your post-inspection is conducted, and your W-9 is submitted.

To begin the process, you must first validate your agency account. To do this, you will need your water company account number and zip code. Once validated, simply follow the steps below to get started.

Step 1 - Create Your Online Profile

In the profile, you will provide the account number and email address. Your password will be emailed to you. You can then view the progress of your project through the dashboard, as well as view resources. Feel free to return to your dashboard throughout the process.

Step 2 - Take the online assessment

You must take our on-line class and pass our online assessment, which takes about an hour.

Step 3 - Submit your application

Once you have taken your assessment, you are ready to submit your application. First, you will need to answer some questions about your project.  Next, you will need to upload current images that represent the area being converted.  These pictures will be used as a reference at your pre-inspection.  Next you will need to upload your plans.  Then you will need to upload a front yard plant calculator. (Check your HOA rules prior to submission of an application to CLWA.) Once you have completed all of these steps, you must submit your application by clicking "submit."

Step 4 - Mail in Terms and Conditions

Once your application is submitted, you will agree to the program terms and conditions, and mail a signed copy to CLWA.  Once received, Castaic Lake Water Agency will review the application according to the design guidelines. If everything looks good, you will be notified to schedule a pre-inspection.  Once this inspection has been completed, and the requirements are met, you will be notified to start your project!

Step 5 - Convert Your Lawn

You will have 120 calendar days after we send a notice of the application approval to complete the conversion and installation. Once you upload at least three photos of your completed project, the system will notify us that you're ready for your post-inspection.

Step 6 - Complete a Bit More Paperwork

Once your project is approved and the post-inspection is complete, you (the account holder) will need to complete and sign a W-9 and mail back to CLWA.

Step 7 - Receive the Rebate!

Once the W-9 is received by CLWA, your rebate will be submitted for processing and the incentive payment will be mailed in check form payable, to the property owner. Payments typically take 90 days. The converted landscape must be maintained for five years minimum as a grass or lawn-free zone.
